NYC violation status codes, decoded.
A violation’s status tells you where it stands. Each page below says what one status means and what usually happens next, with a count for New York City from HPD's data through September 28, 2026.
Two vocabularies are here. HPD’s statuses sit on a housing violation and say where the correction stands. OATH’s hearing outcomes sit on a DOB summons and say how it was decided, and they are the only statuses here that come with a dollar figure. A note on spelling
We print each status the way HPD spells it, changing only the capitals. HPD spells one status Certification Postponment Granted (and its twin, Certification Postponment Denied) exactly that way, and the spelling is the city's, not a typo of ours. HPD also hyphenates two related statuses differently: First No Access To Re- Inspect Violation has a space before “Inspect”, while Second No Access To Re-Inspect Violation does not.

Info NOV Sent Out
HPD mailed an informational notice. 103,283 violations citywide.
Violation Dismissed
HPD dismissed the violation, and it no longer counts as open. 925,604 violations citywide.
Violation Closed
The violation is closed and no longer counts as open. 892,881 violations citywide.
First No Access To Re- Inspect Violation
HPD went back to see whether the condition was corrected and could not get into the building or apartment. 95,513 violations citywide.
Not Complied With
The certify-by date passed without an accepted certification of correction. 90,547 violations citywide.
Notice Of Issuance Sent To Tenant
HPD mailed the tenant who complained a notice that a violation was issued. 55,375 violations citywide.
Violation Will Be Reinspected
A reinspection is queued for this violation, commonly after a certification of correction was filed or a review was requested. 18,948 violations citywide.
Defect Letter Issued
HPD found the certification of correction defective: the paperwork failed, not necessarily the repair. 26,018 violations citywide.
Invalid Certification
A filed certification of correction was ruled invalid. 21,271 violations citywide.
NOV Certified Late
The owner filed a certification of correction after the certify-by date. 17,673 violations citywide.
CIV14 Mailed
HPD mailed the tenant a letter asking them to confirm a repair the owner certified. 25,264 violations citywide.
NOV Certified On Time
The owner filed a certification of correction on or before the certify-by date printed on the notice. 12,283 violations citywide.
False Certification
HPD determined that a certification of correction filed against this violation was false. 7,061 violations citywide.
Violation Open
The violation is open at HPD, with no correction accepted yet. 5,669 violations citywide.
Certification Postponment Granted
The owner asked HPD for more time to certify the correction, and HPD agreed. 2,430 violations citywide.
Certification Postponment Denied
The owner asked HPD for more time to certify, and HPD said no. 2,781 violations citywide.
Second No Access To Re-Inspect Violation
HPD came back to reinspect this violation and could not get in, for the second time. 1,150 violations citywide.
Lead Docs Submitted, Not Acceptable
The owner filed lead paint documentation with HPD, and HPD rejected it. 499 violations citywide.
Lead Docs Submitted, Acceptable
The owner filed lead paint documentation with HPD, and HPD accepted it. 291 violations citywide.
Violation Reopen
HPD reopened a violation that had been closed. 82 violations citywide.
OATH hearing outcomes on a DOB summons
Costliest first. Dollars are the penalty averaged over every summons with that status; for a pending summons, it is the amount at stake.
Default
An OATH default is entered when nobody appears to answer the summons, so the case is decided on the inspector's paperwork alone and the penalty is set with no account from the building. 35,162 summonses. 7,320 dollars per summons.
Pending
An ECB summons pending at OATH has been issued and not decided. 21,870 summonses. 3,451 dollars per summons.
In Violation
An ECB summons decided in violation went to a hearing that the person or company cited took part in, and the hearing officer found the charge proved. 46,569 summonses. 2,200 dollars per summons.
Pop/In-Vio
A summons marked POP/IN-VIO was decided in violation. 11,782 summonses. 1,916 dollars per summons.
Admit/In-Vio
A summons marked ADMIT/IN-VIO is one where the party cited admitted the violation instead of contesting it, and the summons was decided in violation. 11,029 summonses. 1,852 dollars per summons.
Stipulation/In-Vio
A summons marked STIPULATION/IN-VIO was settled by an agreement between the party cited and the city rather than by a contested hearing, and recorded as in violation. 2,516 summonses. 780 dollars per summons.
Cured/In-Vio
A summons marked CURED/IN-VIO was corrected, and the correction was accepted. 11,926 summonses. 2 dollars per summons.
Dismissed
An ECB summons dismissed at OATH ended without a finding of violation. 15,361 summonses. No penalty on any of them.
