It depends on whether the certification holds up. A certification is the owner's filing, not an inspection, and HPD can still rule it invalid or false. Until HPD closes the violation, it counts as open.
What to do
The owner has nothing new to do at this step: the certification is filed and HPD has written to the tenant. Keep proof of the repair on file. If the tenant says the condition is still there, HPD can reinspect, and a certification that does not hold up becomes invalid or false.
