Most of these violations start with a tenant's call to 311. HPD schedules an inspection, and if the inspector confirms the condition, HPD issues a violation and mails the owner a Notice of Violation. HPD reads the certification before anything closes. Insufficient paperwork comes back as Defect Letter Issued and has to be filed again. A reinspection that finds the cited condition still in place comes back as Invalid Certification, the worse of the two.
